Background of The Constitution of Kenya, 2010 introduced a raft of reforms and key among them was devolution. The model of decentralization adopted by Kenya was one of the most extensive in the world as it significantly devolved administrative, political, and financial powers to 47 sub-national units known as counties. One of the good practices globally in decentralization reforms is the devolution of political power by creating elective executive and legislative positions.
